After completing tutorial levels, you are gradually given the option to play different "Sandbox" games. From the main menu, you can select "Sandbox" to enter these games. This part of the game will remind you of titles like "SimCity", as you are able to build and manage a city yourself.
Virtual City differs from "SimCity" in that your main responsibility is to provide upgrades to government and residential buildings, reduce garbage waste, and control the flow of trade between businesses in your town and between your town and other towns. You must build bus stops to keep your citizens happy, along with other tasks to promote an environmentally-friendly place for your virtual residents to live in.
The downfall of Virtual City is that concrete goals are laid out for each stage of game play. If you are a fan of open-ended gameplay, you will not find that in Virtual City. Instead, you will be responsible for the upkeep and management of the city, and with so many trucks delivering different goods to different places, it can become very difficult to complete tasks.
To accomplish certain goals, you may need to go through a series of steps, transporting goods from the bakery to the extract company, the extract company to the cosmetics company, and delivering items from the dairy farm to the cosmetics company. Players will likely find little excitement to keep them playing through the monotony of goals in Virtual City.
If you enjoy the challenge of maintaining a city, this game is for you. If you want open-ended game play that grants you total control, you will not find that in Virtual City.
